Standardized Procedures for the End-of-Life Management of Power Batteries in New Energy Vehicles
1. End-of-Life Assessment and Disposal of Power Batteries
For power batteries that have reached the end-of-life threshold and no longer hold any value for repair or reuse, standardize the procedures for decommissioning assessment, registration, sealing, and pre‑treatment to prevent unauthorized continued use and improper disposal.
1.1 Scrapping Criteria
1.1.1 When the battery capacity has declined to below 70% of its rated capacity and cannot be restored through equalization or repair, it no longer meets the requirements for in-vehicle use.
1.1.2 The battery exhibits irreversible damage, such as severe bulging, casing rupture, electrolyte leakage, internal short circuit, or thermal runaway risks;
1.1.3 In the event of collisions, submersion in water, high-temperature exposure, or other accidents resulting in structural damage to the battery, significant safety hazards may arise.
1.1.4 If the number of battery cycles or the service life exceeds the design specifications, the manufacturer shall deem the battery to be mandatorily retired and scrapped.
1.1.5 The BMS system has failed completely and cannot be repaired; battery operating conditions cannot be monitored, and safe operation is not feasible.
2 Scrapping Review and Registration
2.1 Promptly submit information on battery scrapping and decommissioning to the National Power Battery Traceability Information Platform.
3. Pre-treatment for the Sealed Storage of Scrapped Batteries
3.1 Safety Power-Off
Completely disconnect the high-voltage connection, implement residual‑charge management for the battery, and uniformly discharge the battery to a safe state, thereby preventing storage or transportation with a high state of charge.
3.2 Isolation and Sequestration
Transfer scrapped batteries to a dedicated storage area that is explosion-proof, moisture-proof, and fire-resistant; store them in separate zones, and affix labels indicating “scrapped battery,” along with identification codes and hazard warnings.
3.3 Hazard Remediation
Seal and waterproof any leaking or damaged batteries, and implement proper temporary storage and protective measures for hazardous waste to prevent environmental contamination and safety incidents.
